my car will not start!

My 2006 Smart Car Pulse, her name is Delilah, has been in the shop since Halloween, it is now Christmas.My mechanic has tried everyone in the US and Alberta and hits a brick wall as far as someone helping him diagnose the problem. We even sent her twin sister to be compared to Delilah side by side, to no avail. We think it is because he is a mechanic here and has a foriegn accent, that no one will talk to him.
