Fan for the Turbo Intercooler Question

Hello Guys. Have A question for the site, I was cleaning the dust of the engine, for same reason it gets dusty, I suspect it gets a lot of dust from the bottom of the transmission intake and I started the engine and notice that the fan for the turbo intercooler didn’t turn. Is it controlled in a similar way to the fan for the engine cooling radiator ? Is it started only when needed? Or why it doesn’t turn? Can someone know how it works and if it is possible to test it?
